In 1981, the PLA conducted its largest military exercise in North China since the founding of the People's Republic. In the late 1980s, the central government had increasing expenditures and limited revenue. The PLA gained more autonomy and permission to engage in commercial activities in exchange for a reduced role in political affairs and limited budgets; the military was downsized to free resources for economic development. The lack of oversight, ineffective self-regulation, and Jiang Zemin's and Hu Jintao's lack of close personal ties to the PLA led to systemic corruption that persisted through the late-2010s. Jiang's attempt to divest the PLA of its commercial interests was only partially successful, as many were still run by close associates of PLA officers. Corruption lowered readiness and proficiency, was a barrier to modernization and professionalization, and eroded party control. === Lock and key hypothesis === This concept was suggested by the 19th-century chemist Emil Fischer. He proposed that the active site and substrate are two stable structures that fit perfectly without any further modification, just like a key fits into a lock. If one substrate perfectly binds to its active site, the interactions between them will be strongest, resulting in high catalytic efficiency. As time went by, limitations of this model started to appear. For example, the competitive enzyme inhibitor methylglucoside can bind tightly to the active site of 4-alpha-glucanotransferase and perfectly fits into it. However, 4-alpha-glucanotransferase is not active on methylglucoside and no glycosyl transfer occurs. The Lock and Key hypothesis cannot explain this, as it would predict a high efficiency of methylglucoside glycosyl transfer due to its tight binding. Apart from competitive inhibition, this theory cannot explain the mechanism of action of non-competitive inhibitors either, as they do not bind to the active site but nevertheless influence catalytic activity.
Substitution of the poly-Pro II (φ,ψ) dihedral angles into this equation yields almost exactly Ω = -120°, i.e., the PPII helix is a left-handed helix (since Ω is negative) with three residues per turn (360°/120° = 3). The rise per residue is approximately 3.1 Å. This structure is somewhat similar to that adopted in the fibrous protein collagen, which is composed mainly of proline, hydroxyproline, and glycine. PPII helices are specifically bound by SH3 domains; this binding is important for many protein-protein interactions and even for interactions between the domains of a single protein. The PPII helix is relatively open and has no internal hydrogen bonding, as opposed to the more common helical secondary structures, the alpha helix and its relatives the 310 helix and the pi helix, as well as the β-helix. The amide nitrogen and oxygen atoms are too far apart (approximately 3.8 Å) and oriented incorrectly for hydrogen bonding. Moreover, these atoms are both H-bond acceptors in proline; there is no H-bond donor due to the cyclic side chain. The PPII backbone dihedral angles (-75°, 150°) are observed frequently in proteins, even for amino acids other than proline. The Ramachandran plot is highly populated in the PPII region, comparably to the beta sheet region around (-135°, 135°). For example, the PPII backbone dihedral angles are often observed in turns, most commonly in the first residue of a type II β-turn. The "mirror image" PPII backbone dihedral angles (75°, -150°) are rarely seen, except in polymers of the achiral amino acid glycine.

Black pepper (Piper nigrum) is a flowering vine in the family Piperaceae, cultivated for its fruit (the peppercorn), which is usually dried and used as a spice and seasoning. === Calls for regulation and reform === The British Medical Association called for a formal mechanism to hold NHS managers and healthcare administrators accountable for mismanagement, comparable to the General Medical Council's ability to strike off doctors. A neonatal consultant who had raised concerns about Letby also urged the introduction of regulation for healthcare management. The Parliamentary and Health Service Ombudsman, Rob Behrens, said that radical reform of NHS management was needed to prevent similar failures. Dewi Evans called for an investigation into potential corporate manslaughter in relation to the case. Dame Ruth May, NHS England's Chief Nursing Officer, stated that the NHS was committed to learning from the case and welcomed the independent inquiry announced by the Department of Health and Social Care. On 21 August 2023, it was announced that the nursing director at the Countess of Chester Hospital during Letby's employment had been suspended from her subsequent role at Northern Care Alliance NHS Foundation Trust, following information that emerged during the trial. === Dendrimers === Dendrimers are unique hyper-branched synthetic polymers with monodispersed size, well-defined structure, and a highly functionalized terminal surface. They are typically composed of synthetic or natural amino acid, nucleic acids, and carbohydrates. Therapeutics can be loaded with relative ease onto the interior of the dendrimers or the terminal surface of the branches via electrostatic interaction, hydrophobic interactions, hydrogen bonds, chemical linkages, or covalent conjugation. Drug-dendrimer conjugation can elongate the half-life of drugs. Currently, dendrimer use in biological systems is limited due to dendrimer toxicity and limitations in their synthesis methods. Dendrimers are also confined within a narrow size range (<15 nm) and current synthesis methods are subject to low yield. Beaumont reported from Marienwerder at the end of March that "no change has been made in the methods of Polish propaganda. Occasional meetings are held, but they are attended only by Poles in small numbers". He continued to note that "acts and articles violently abusive of everything German in the newly founded Polish newspaper appear to be the only (peaceful) methods adopted to persuade the inhabitants of the Plebiscite areas to vote for Poland".
=== Personality === The modifiable personality traits which might cause greater well-being have yet to be critically synthesised. However, there is evidence that certain traits are beneficial for individual happiness or performance: locus of control, curiosity, religiousness, spirituality, spiritual striving, sense of urgency, self-compassion, authenticity, growth mindset, positive mental attitudes, grit, goal orientation with a meta-analysis concluding that approach rather than avoidance goals are superior for performance; as well as prosocial rather than zero-sum goals. Researchers who have reported on the character traits of people with high and low life satisfaction found that character strengths which predict life satisfaction are zest, curiosity, hope, and humour. Character strengths that do not predict life satisfaction include appreciation of beauty and excellence, creativity, kindness, love of learning, and perspective. Meanwhile, research on character strengths that is separated by gender indicates the character strengths that predict life satisfaction in men are humour, fairness, perspective, and creativity, while the character strengths that predict life satisfaction in women are zest, gratitude, hope, appreciation of beauty, and love. Certain traits are specifically beneficial to those with certain health issues. Believing in yourself (high self efficacy) matters for eating disorders, immune response, stress management, pain management and healthy living.
